Is it okay for someone on a fast track to break into a car with too many elements in 2 or more transactions? ?
I have seen this in multiple occasions, and seems incredibly rude to me. A woman of 12 items or less line had a wagon, and had only 12 items at a time, place belt separators between each set. If this is wrong, what should be done with this person? 
Cheeky "That's a great idea. I'd love to be the case and simply close the lane every time someone had extra items, I tell them to move to a new lane, then turn right at the light once again moved.
Many people do is a shame that the boxes do not stop people from doing it. You can always report this to the central cashier or store manager and the person will be removed line. Not only is it rude, but it is not proper etiquette.
